California tried to make the entire state a "sensitive place" where you couldn't carry. It was impossible to keep from accidently entering a "sensitive place". One effective response was proper concealment. If you accidently stumbled into the wrong place with the gun properly concealed, nobody would know and you would avoid legal trouble.
Fortunately, enforcement of that stupid law has been enjoined for the moment. However, it may return depending upon the results of the court case.
